PRESENT: Mayor Fixell presiding; Trustees Basher, Butler, Hoyt, McGee, McGovern, and Zollo; Village Administrator McCabe; Village Treasurer Hart; Recreation Supervisor Arduino; Village Attorney Shumejda; Village Clerk Booth
The meeting began with the Pledge to the Flag.
PRESENTATION – PROCLAMATION COMMEMORATING NATIONAL FIRE PREVENTION WEEK
Mayor Fixell presented the following proclamation to Fire Chief Morabito, 1st Asst. Chief Derivan and 2nd Asst. Chief Coffey:
Whereas, National Fire Prevention Week is held in October 2007, and this year’s theme is “Practice Your Escape Plan; and
Whereas, President Woodrow Wilson issued the first presidential proclamation designating October 9th as Fire Prevention Day in 1920 in honor of the anniversary of the Great Chicago Fire of 1871; and
Whereas, in 1922, it was expanded to a full week and is the longest running public health/safety awareness program in United States history; and
Whereas, The Tarrytown Fire Department will visit the local schools and day care centers to teach and promote fire safety and fire prevention; and
Whereas, The Tarrytown Fire Department emphasizes the importance of making sure smoke and fire detectors are properly installed and in working order.
Now therefore be it resolved that I, Drew Fixell, Mayor of Tarrytown, New York, in recognition of making Tarrytown a better and safer place, thank and commend the dedication of the Tarrytown Fire Department and Hereby Declare October 14 - 20, 2007 NATIONAL FIRE PREVENTION WEEK in the Village of Tarrytown.
Fire Chief Morabito thanked the Mayor and the Board of Trustees for recognizing the importance of National Fire Prevention Week in our Village. 1st Asst. Chief Derivan stated that one of the biggest things they are trying to emphasize this year is exit drills in the home. He wants families to have an escape plan for emergencies. 2nd Asst. Chief Coffey, Jr. stated that this year’s visits to our local schools have been very successful. We had a good turnout from our volunteer fire department members.
REPORTS
Mayor Fixell reminded anyone who has not sent in their star rebate form to the state should do so. You can also complete the form on line at nystax.gov.
Trustee Hoyt stated that on Saturday, October 27, the Village Halloween Parade will take place at 5:30 p.m. which begins at Patriots Park. Immediately following the parade, there will be a block party on Main Street featuring a D.J. This Friday, we will celebrate the Halloween theme with our “Third Friday” event.
Trustee Zollo asked the Fire Chiefs if a resident needs help in developing an exit plan or has any questions with fire safety, is there an e-mail address or a non-emergency telephone number to call to get assistance. Fire Chief Morabito stated that the Fire Department’s non-emergency telephone number is 631-7066 and we can also be contacted via our new web site, TarrytownFD.org. The Fire Department would be happy to help residents with escape plans or any fire safety issue. We are also planning an open house at the Main Street Fire House to help residents with fire safety.

Trustee Basher stated that residents who have Verizon cable access will have a dedicated 24 hour government channel for the Village of Tarrytown by the first quarter next year.
ANNOUNCEMENT OF A PUBLIC HEARING TO BE HELD ON NOVEMBER 5, 2007 REGARDING A PROPOSAL TO INCREASE THE QUALIFYING INCOME LEVELS FOR SENIOR CITIZENS PROPTERY TAX EXEMPTIONS, AS AUTHORIZED BY NEW YORK STATE LAW
OPPORTUNITY FOR THE PUBLIC TO ADDRESS THE BOARD: SPEAKERS HAVE 5 MINUTES BEFORE YIELDING TO THE NEXT PERSON: THEN 3 MINUTES FOR ADDITONAL COMMENTS
Miles Birrittella, 111 Midland Avenue, President of the Hillcrest Association, stated that he would like to respond to a letter in the River Journal written by Larry Bernetti. Mr. Bernetti has objected to the “Welcome to the Crest” sign that was placed near his house across from the Tarrytown Lakes. His objection is that the Sunnyside Avenue section was originally known as the Tarrytown Heights. The Hillcrest Association reached out to the entire membership including all residents of the area and asked what they would like the sign to say and everybody said “Welcome to the Crest.” Mr. Birrittella submitted documents that gave the history of the Hillcrest Association and how the Crest name evolved over time. The Hillcrest Association was originally made up of the
Tarrytown Crest, Tarrytown Heights and the Tappan Hill Development, hence the name Hillcrest. The Hillcrest Association was established in 1948 and next year we will be celebrating our 60th Anniversary. He believes the “Welcome to the Crest” sign is an attractive sign and a good point of reference for neighborhoods in the town. Mr. Birrittella thanked the Board for allowing the Hillcrest Association to put the sign up.
PARTIAL DESIGNATION OF THE USE OF FUND BALANCE AS PROPOSED BY THE VILLAGE TREASURER
Trustee Basher moved, seconded by Trustee Zollo, and unanimously carried that the following be approved: Approved: 7-0
BE IT RESOLVED that the Board of Trustees of the Village of Tarrytown hereby authorizes the Village Treasurer to designate from the Fund Balance Surplus: $1,600,000 for payment of upcoming tax certioraris and an additional $500,000 towards capital improvement, specifically the Village Hall project for fiscal year ending May 31, 2007, as recommended by the Village Treasurer.
BUDGET MODIFICATIONS AS PROPOSED BY VILLAGE TREASURER
Trustee Zollo moved, seconded by Trustee McGovern, and unanimously carried that the following be approved: Approved: 7-0
BE IT RESOLVED that the Board of Trustees of the Village of Tarrytown hereby authorizes budget modifications for fiscal year June 1, 2006 to May 31, 2007 as recommended by the Village Treasurer. (A copy of the budget modifications will be annexed to the official minutes of this meeting.)
APPROVAL OF PERMANENT PART-TIME EMPLOYEE PAY INCREASES
Trustee Basher moved, seconded by Trustee Hoyt, and unanimously carried that the following be approved: Approved: 7-0
BE IT RESOLVED that the Board of Trustees of the Village of Tarrytown hereby approves a wage increase of 3.85% retroactive to June 1, 2006 for year round part-time employees as was received by the Civil Service Employee Association.

MAYOR’S RE-APPOINTMENT OF A MEMBER OF THE TARRYTOWN HOUSING AUTHORITY BOARD OF DIRECTORS
Trustee McGee moved, seconded by Trustee Zollo, and unanimously carried that the following be approved: Approved: 7-0
BE IT RESOLVED that the Board of Trustees of the Village of Tarrytown hereby approves the re-appointment of Gertrude Arduino to the Tarrytown Municipal Housing Authority for a term to expire in April of 2012.
APPROVAL OF THE MINUTES OF THE REGULAR MEETING OF THE BOARD OF TRUSTEES HELD ON OCTOBER 1, 2007
Trustee Basher moved, seconded by Trustee McGovern, that the following be approved. Motion carried, all voting “aye” with exception of Mayor Fixell who abstained. Approved: 6-0
BE IT RESOLVED that the Board of Trustees of the Village of Tarrytown hereby approves the minutes of the regular meeting of the Board of Trustees held on October 1, 2007 as submitted by the Village Clerk.
APPROVAL OF AUDITED VOUCHERS #7
Trustee Basher moved, seconded by Trustee Zollo, and unanimously carried that the following resolution be approved:
RESOLVED: The following Abstract bearing No. 7, dated October 15, 2007 containing Vouchers No. 001491 through No. 001663 is hereby ordered paid in the
following amounts as presented:

The Board was polled all voting “aye” with the exception of Trustee McGee who abstained from Voucher Numbers 001527, 001638, and 001639 and Trustee Hoyt who abstained from Voucher Number 001492, 001598, 001611, 001532, 001653, and 001662. Motion carried 7-0.

Trustee Basher moved, seconded by Trustee Hoyt, and unanimously carried, that the meeting be adjourned at 8:25 p.m.
